How real is the risk that a predator will seek out your church to find an unsuspecting victim?<\/strong>\u00a0 According to First Advantage, a risk management provider, the answer is shocking.\u00a0 Every 11.5 hours a registered sex offender attempts to obtain a position at a nonprofit organization.\u00a0 In the six years of screening religions organizations and non-profits, First Advantage conducted 870,510 background checks and discovered that 15% returned with a \u2018hit\u2019 for a criminal offense.\u00a0 That\u2019s 130,577 people!<\/p>\n

Background checking is one of the tools leaders can use to make ministry safe. But If you’ve ever investigated options for background screening you’ve discovered how complex (and frustrating) it can be to obtain a comprehensive check. \u00a0In these post 9\/11 days it\u2019s hard to believe that no \u2018true\u2019 central repository exists for Federal, State, and County criminal records.\u00a0 And why?<\/p>\n

Since the United States recognizes the authority of each State to provide their own governance, they often are able to create laws that preempt the Fair Credit Reporting Act (FRCA)-\u2014the federal agency that established criminal reporting guidelines.\u00a0 For example, the FCRA has no time limit of the reporting of criminal convictions.\u00a0 However, ten states have adopted laws that limit record retrieval to just seven years.<\/p>\n

The other issue is the continued debate over people\u2019s \u2018right to know\u2019 and people\u2019s \u2018right to privacy\u2019.\u00a0 Many lobbyists fear if criminal records are too easy to obtain, and reveal too much information-\u2014the individual will never be employable. Church leaders, on the other hand, would prefer to know up front the past criminal histories of who they place in the care of children.<\/p>\n

So what\u2019s the solution?<\/p>\n

    \n
  1. Use a background checking service that offers a nationwide criminal search<\/b>.\u00a0 The key is to find one that is \u201cdeep and wide\u201d. State-only searches do not account for the transient nature of those with criminal convictions.<\/li>\n
  2. Re-Check often<\/b>.\u00a0 Most background checks are conducted in a pre-screen scenario or when new employees or volunteers first come on-board.\u00a0 This is just a snapshot in time, and does not provide updated information if a criminal activity would occur.<\/li>\n
  3. \u00a0Keep an active list of those who have been screened<\/b>.\u00a0 With church leader turn-over, it\u2019s vital to maintain a file that lists who\u2019s been screened and when.<\/li>\n<\/ol>\n

    Background checks:\u00a0 a confusing process or a trusted resource?\u00a0 It\u2019s a bit of both. But no one said ministry was easy. Don\u2019t think it won\u2019t happen at your church.\u00a0 Be prepared and screen all those who request access to work with your kids.\u00a0 It will help you sleep better at night.<\/p>\n
